As of September 3, 2024, the Ministry of Justice of Georgia will have the authority to impose fines on media outlets and non-governmental organizations (NGOs) that are not registered as "organizations carrying the interests of a foreign power" according to Russian law. 

On June 3, the Chairman of the Parliament of Georgia signed this law after the ruling party overruled the President's veto. In her explanation of the veto, President Salome Zourabishvili stated, "This law is fundamentally a Russian law, which contradicts our constitution and European standards. It poses a significant obstacle to our European aspirations". "Georgian Dream" and "European Socialists", collaborated to override the veto, allowing the law to take effect on August 3, two months after its initial publication.

Organizations had one month to voluntarily register in the "Register of Organizations Carrying the Interests of a Foreign Power". As of September 2, the Deputy Minister of Justice reported that only 469 organizations had registered, which accounts for less than 2% of the total. Additionally, it is not certain that all organizations that applied to the Ministry for registration receive funding from international donors.

The overwhelming majority of Georgian non-governmental and media organizations refuse to register under this Russian law. Some that have registered claim their decision is temporary, aimed at avoiding fines.

This law will classify grant-making organizations as "carriers of the interests of a foreign power", and it will designate U.S., EU, and international foundations that provide grants in Georgia as "foreign powers". 

In particular, a legal entity that is not established by an administrative body and derives more than 20% of its total income during a calendar year from abroad is considered an organization carrying the interests of a foreign power.

The President of the Constitutional Court, along with 121 non-governmental and media organizations and opposition MPs, has filed a lawsuit demanding the suspension and annulment of the Russian law. The Constitutional Court has completed its deliberations, but the final decision has not yet been announced. The sessions were held on August 29, 30, and 31.
